74 vette - hood release

HOOD IS SHUT AND WON'T RELEASE. I CAN LOOK DOWN FROM THE DRIVERS'SIDE AND SEE AN ACCESS PANEL THAT MIGHT GET ME INTO THE LATCH.
TOOK OUT THE 4 BOLTS BUT PANEL WOULDN'T BUDGE. THEN I SAW A COUPLE OF SPOT WELDS ON THE PANEL.
DO THE SPOT WELDS HAVE TO BE GROUND DOWN IN ORDER TO REMOVER THE ACCESS PANEL? or DO THE WELDS HAVE SOMETHING TO DO WITH SOMETHING ATTACHED TO THE BACK SIDE ON THE PANEL.
I WOULD APPRECIATE ANY HELP.

Vette(s): White 1975 L48 Stingray 129,000 Miles, daily driver.
This one is an easy one. There are little rubber plugs...pop the plug out, get a long screw driver in there and pop the latch. I know these are really squirrely directions, but I can't go look at my car right now so I can't give much better details |headscratch| The plugs are by the windshield wipers. THERE WE GO! :) Down in the dark recesses between the wipers and the hood. Sorry, I know more knowledgable people exist.
