I am having a heck of a time with the # 2 and 3 body mount nut cages on the frame. Body shop just torched off the bolts and I can't get them out for nothing. Tried heating with a torch and all they do is spin. Looks like my only alternative is to cut the brackets off and weld new ones on if I can find them. Any other suggestions???

If the captured nuts are a-spinnin, and you can't get anything on them to hold them, you may well have to remove them with a smoke wrench, or grinder.
Paragon does have the replacement cages/nuts.

Cut the bracket off. Get new nuts and brackets at Zips. Thats what I did
