I have A nice 1990 driver that I am having tack problems with it has a heli dis. with an air gap tac the tac reads 2k or3k when it is only turning 1000 RPM I taken the cluster to  A shop that repairs clusters for all types of cars And was told they could not find anthing wrong .They said it must be the tac filter ,so I installed another filte the tac is still the same reading rpm to high. Anyone ever come accross this befor . I could use some input THANKS greg

Is the tach filter grounded properly?
Have you changed the ign. module recently?
Have you changed the ign. coil recently?
What do you mean by "it has a heli dis. with an air gap tac"?

This really sounds like a filter issue, or a problem in the white wire from the dist. to the dash.
