The ignition switch problem could be a worn key or switch.  You can buy new switches from several places.  The e-brake issue could be from worn brake shoes, broken cable(s), or a cable that just needs to be adjusted.  Does it have any tension when you pull the handle?

The actuating rod might be bent or binding from the key switch to the ignition switch on the column under the dash.....
Remember, there's no place like ~ ;)

Congrats on your vette.  I have an 84 as well. They have taken somewhat a bad rap over the years as not being one of the best, but I have had no issue with mine other than normal wear and replacement on a 27 y/o vehicle.  The key to the 84's is if you dont do work on the vehicle yourself, make sure you use a shop that works on vettes, specifically those with the crossfire injection.  As far as your 2 issues, neither should be a major or expensive fix.  I agree either a worn key or ignition switch.  Good luck and enjoy the car...

Who needs an emergency brake? Vettes are supposed to go fast. Thumbs Up
Actually the cable may be rusty. The switch just needs to be a new one, IMHO.
And it's good to see another '84.
